William Nuckols photographs the failed waste tire artificial reef in Ft. Lauderdale, Florida. Mr. Nuckols led the multi-agency group that combined military diving, military watercraft transportation and civilian marine science and waste to energy programs that began a multi-year effort to clean-up hundereds of thousands of tires from the seafloor.
